Yes — the reseller plans state a lifetime SSL certificate, and it covers the domains you host in the account, so your clients get HTTPS without a separate charge from you or from us.

A new hosting account has a 30-day refund window under our refund policy, if you are not happy and our support team cannot resolve the issue. It covers the hosting plan only, applies to the first hosting service on a new account, and excludes accounts bought under a promotion — the policy has the full terms.
